Dear Donal,
As the COVID-19 crisis continues to wreak havoc on the tourism industry, I want to assure you that our core focus and our work remains on supporting you and helping the sector to rebuild and recover.
I want to take this opportunity to update you on the €26million COVID-19 Adaptation Fund. To ensure that as many eligible businesses as possible have the opportunity to open in line with Government guidelines and avail of the Fund, we have extended the deadline for applications by over 3 weeks from 8th October to 31st October 2020. This Fund has been designed to help tourism and hospitality businesses offset some of the costs incurred in adapting their premises or operations and costs such as barriers and protective screens, the development of outdoor areas and technology, Personal Protective Equipment (PPE) and sanitisers are all covered. I would encourage businesses not to delay in checking the eligibility criteria on www.failteireland.ie.
The Government’s Stay and Spend Scheme comes into effect from today. Stay and Spend is a Government initiative designed to help drive sales in the tourism and hospitality sector during the off-season. If you haven't registered yet, you can do so now through Revenue’s Online Service, ROS. Once you register you’ll receive a Stay and Spend Starter Kit from Fáilte Ireland – this contains promotional material to help you let customers know you’re taking part.
Budget 2021 will be announced on October 13th and we are working closely with the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media Catherine Martin TD and her officials in preparation for their budgetary discussions with Ministers McGrath and Donohoe. Minister Martin is acutely aware of the perilous situation facing thousands of tourism businesses and the sector as a whole.

Our CEO Paul Kelly issued a note on the stimulus package last week which summarised the 10 measures for tourism as follows:
- Business Adaptation Grant: The Government announced €26million in funding to be administered by Fáilte Ireland for tourism and hospitality businesses to contribute to re-opening costs incurred, including costs of implementing Fáilte Ireland’s Guidelines for Re-opening.
- Coach Tourism Business Continuity Scheme: €10million Government funding to be administered by Fáilte Ireland to assist the coach tourism sector.
- Stay and Spend Incentive: This new initiative will incentivise taxpayers to support tourism accommodation and food service providers during the off-peak season.
- Employment Wage Support Scheme: This scheme will run until April 2021 and crucially, will include seasonal staff and new employees.
- Restart Grant for all SMEs: Thousands more businesses in the tourism sector which were not previously eligible for the Restart Grant scheme, such as B&Bs, will now be eligible for funding of up to €25,000 to help with the costs associated with re-opening and reemploying workers following COVID-19 closures.
- Credit Guarantee Scheme and other liquidity and enterprise measures: Fáilte Ireland will work with DBEI to make this €2billion scheme effective for the sector.
- Extended waiver of commercial rates: €600million extension.
- Tax Refunds: To provide immediate cash-flow support to businesses, the early carry-back of trading losses will be allowed, leading to an immediate refund of some or all of corporation tax paid.
- Income Tax Relief: There will be a new income tax relief for the self-employed who have incurred losses in 2020 as a result of COVID-19.
- Tax Warehousing: The Government will also pass legislation to confirm the previously announced warehousing of tax liabilities. This will allow businesses affected by COVID-19 to delay payment of their PAYE and VAT debts in part or in full for a set period with no interest or penalties.

Some of you may have been listening to our CEO Paul Kelly on Morning Ireland just now. Fáilte Ireland has just published the sector specific operational guidelines for the tourism industry to ensure the safe re-opening of tourism businesses on June 29th.
The National Tourism Development Authority developed the guidelines in collaboration with industry bodies; the Irish Hotels Federation (IHF), the Irish Self Catering Federation (ISCF), the Irish Caravan and Camping Council, the Association of Visitor Experiences (AVEA), Ireland’s Association of Adventure Tourism (IAAT) and B&B Ireland. Relevant Government departments including the Department of Transport, Tourism and Sport and the Department of Health, State agencies including the Health Service Executive (HSE), wider Government and the Labour Employer Economic Forum (LEEF) were also consulted in the drafting of these operational guidelines.
The guidelines provide detailed advice on the necessary systems to be implemented in order to instil public confidence and reboot business while adhering to public health advice and Government protocols. They are the first in a suite of new supports being rolled out by Fáilte Ireland to help tourism businesses to recover and re-open safely.
The guidelines are live on Fáilte Ireland’s dedicated COVID-19 Business Support Hub on www.failteireland.ie.

Please do note that invariably there will be specific circumstances that won’t have been foreseen by us or our industry representative bodies in the drafting of these guidelines and in these instances I would encourage you to use your own judgement in arriving at solutions. If there are recurring issues, we will of course take note but reverting with timely answers could prove a challenge given the number of players involved in the signoff process.

To support the implementation of the Operational Guidelines, Fáilte Ireland has launched a suite of business supports to help businesses to plan out the key elements of their reopening and recovery. These first three suites of business supports have been developed with industry experts and address some of the priority areas of business recovery:

Up-date on Operational Guidelines
These are moving forward and I am told are with the Department of an Taoiseach for sign-off so hopefully we’ll have something to share early next week. Again, very sorry about the delay with these. The review and approval process at government and health authority level is taking much longer than we would all have liked but as we all can appreciate its so important that we get these guidelines right.
HR for Re-opening
Many of you are now actively preparing to reopen and bring staff back to work and there will be big changes to how you and your staff will operate when they return to the workplace. Its really important to manage your resource planning and staff communications, and review the legal, HR and safety implications of making a complete or phased return to work. Fáilte Ireland has worked with industry experts to help guide you in the areas of risk management, providing a safe place to work, managing and planning changes to contracts and hours (including potential redundancies), and managing employment supports and payments. These supports have all been developed in line with equality and employment legislation and can be found on our Online Support Hub here.
Also, an invitation should have issued yesterday to all of you to join a live broadcast with Caroline McEnery from The HR Suite on Wednesday 3rd June at 3.15pm who will discuss planning HR policy changes in line with business needs and National Return to Work Safely Protocols. Making changes like negotiating revised working hours, managing staff absences, extending layoffs and possible redundancies, all carry considerable HR risk and require careful management so this should be of interest to many of you. I am very sorry to hear about the difficult position this crisis has put you and your colleagues around the coast in. I fully appreciate that while the business is essentially locked down that doesn’t mean you don’t have significant and on-going costs.
I will feed your concerns and requests into our Emergency Advisory Group (this is made up of reps from across the tourism sector as well as government, Fáilte Ireland, Tourism Ireland, etc.) who’s remit it is to advocate at government level on behalf of the tourism industry.

I hope you and your loved ones had a peaceful and safe Easter. I’d like to thank the tourism and hospitality industry for amplifying the message to stay at home over the long weekend at a time that would normally mark the start of our tourism season.
This is one of the most challenging and difficult times our industry has ever faced and to meet the changing needs of tourism and hospitality businesses during the crisis, we are regularly updating our online support hub with new supports and expert webinars and guidance.
It is hugely important that we look after our mental health at this time. Tourism business owners and those working in the industry face deep uncertainty about the future of their businesses and jobs. The anxiety and worry that COVID-19 is causing is immense so in response, we have launched new wellbeing supports, including free counselling and financial advice, to help tourism businesses and their employees, as well as those who have unfortunately lost their jobs, through this difficult period. The retention of staff during the crisis is critical so that businesses have their teams ready to go for recovery. Below and attached is some important information on a range of supports and services available which may be of interest to you during this crisis.
LEO have also revised the terms of the Online Trading Voucher and now cover 90% of costs up to a maximum of €2,500. The scheme is designed to assist small businesses with up to 10 employees to trade more online, boost sales and reach new markets. Also if a business has previously availed of voucher scheme they can apply again to this revised scheme.
I Am Here
Fáilte Ireland, in partnership with PulseLearning, is offering the I Am Here: Rapid Response service to the Irish tourism industry. This is a programme of mental health support and learning within the workplace and beyond to empower employers and employees to have courageous conversations about mental health. I Am Here recognises that people in your business want to connect their fellow team members to get the help or support they may need, especially during times of crisis. This programme enables your team members to signpost existing services to those who need it. To access this service, visit the I Am Here Tourism Arena.
Counselling and support
To provide more formal supports to those who need it, Fáilte Ireland has partnered with Inspire Workplaces to offer free and confidential access to an Employee Assistance Programme. This is available widely to business owners, employees and people who are self-employed in the industry. Inspire Workplaces offers wellbeing supports and counselling services as well as advice on financial concerns and legal issues, and has a wealth of experience of supporting organisations and employees at times of crisis across Ireland. Through a Freephone Helpline, offered 24/7/365, businesses and employees can access this full range of services:
